Currently, 13 regimes from the 26 regimes in the areas of hostilities, nuclear proliferation and terrorism are still active. Each regime is run by a sanctions committee headed by a non-permanent member of the Security Council. The author examines the regime of terrorist sanctions, which is generally linked to justice and ethical rules derived from human rights doctrines. The moral mechanisms behind international criminal justice and the United Nations terrorist sanctions regime are tightly intertwined, to a point where friction sometimes occurs. The coordinated relationship between them is in the interest of both institutions and is in line with their goals. According to the author, for this purpose, it is necessary to take several steps. The proposal to establish a Security Council subcommittee with a special mission "Review Mutual Reciprocal Institutions" along with observance of the ethical rules derived from human rights doctrines is in this regard شورای امنیت، از سال 1966 با استفاده از اختیارات خود در اعمال تحریم های بین المللی و در واکنش به تهدید علیه صلح و امنیت بین المللی، حدود 26 رژیم تحریم علیه 21 کشور و نیزسازمانها، نهادها و گروههای تروریستی برقرار کرده است. در حال حاضر، 13 رژیم از 26 رژیم فوق در حوزه های مخاصمات، عدم اشاعه هسته ای و تروریسم، همچنان فعال است. هریک از رژیم ها بوسیله یک کمیته تحریم و تحت ریاست یکی از اعضای غیر دائم شورای امنیت اداره میشود. نگارنده به بررسی رژیم تحریم های تروریستی که بطور عام با عدالت و قواعد اخلاقي منبعث از آموزه هاي حقوق بشري ارتباط بیشتری پیدا میکند،می پردازد. سازوکارهای اخلاقي ناشئ از عدالت کیفری بین المللی و رژیم تحریم های تروریستی ملل متحد بسیار درهم تنیده می باشند، به حدی که گاهی میان آنها اصطکاک مشاهده می گردد. روابط هماهنگ میان آنها ، به نفع هر دو نهاد بوده و در راستای اهداف اشان می باشد. به اعتقاد نگارنده، بدین منظور برداشتن چند گام ضروری است. پیشنهاد تاسیس یک رُکن فرعی شورای امنیت با ماموریت خاصِ "بررسی درخواستهای متقابل دو نهاد" همراه با رعايت قواعد اخلاقي منبعث از آموزه هاي حقوق بشري در این راستاست. http://akhlagh.saminatech.ir/fa/Article/Download/16719
