Therefore, since the theory of realism as the main theory in the field of security issues does not recognize any role for non-state actors in this field, the question is brought forward that how do this theory and its various branches analyze and evaluate the actions and role of the European Union regarding political-security issues? In response, it can be said that this theory, at first, did not pay enough attention to the EU's security developments, due to the fact that it did not consider the EU a non-state actor, but as the EU began to formulate a common foreign and security policy and European security and defense policy and to establish European rapid reaction forces, it was forced to present some views in this regard. Although all branches of realism, due to their belief in the monopoly of state actors in the international arena, and their emphasis on elements such as national interests and national sovereignty, do not provide a clear-cut view on the political and security integration of the European Union, defensive neo-realists have a clearer and more optimistic view on the evolution of political and security integration at the EU level, due to the importance attached by them to the role of institutions in establishing security cooperation between states. گام‌نهادن اتحادیه اروپا به‌عنوان یک بازیگر فرا‌دولتی به حوزه مسائل سیاسی- امنیتی اتفاق نادری است که نظریه واقع‌گرایی را به‌عنوان مهم‌ترین نظریه دولت- محور در عرصه بین‌المللی به چالش کشیده است. از این‌رو، از آنجایی‌که نظریه واقع‌گرایی به‌عنوان اصلی‌ترین نظریه در حوزه مسائل امنیتی برای بازیگران غیردولتی در این عرصه هیچ نقشی قائل نیست، این پرسش مطرح می‌شود که این نظریه و شاخه‌های مختلف آن کنشگری و نقش‌آفرینی پدیده‌ای به نام اتحادیه اروپا را در مسائل سیاسی- امنیتی چگونه تحلیل و ارزیابی می‌کنند؟ در پاسخ می‌توان گفت، این نظریه ابتدا به علت اینکه اتحادیه اروپا را یک بازیگر غیردولتی می‌دانست به تحولات امنیتی آن توجه چندانی نداشت، اما به موازات شکل‌گیری سیاست خارجی و امنیتی مشترک، سیاست دفاعی و امنیتی مشترک و ایجاد نیروی واکنش سریع اروپایی ناگزیر به ارائه دیدگاه‌هایی در این زمینه شد. اگرچه تمامی شاخه‌های واقع‌گرایی به سبب اعتقاد به انحصار بازیگری دولت‌ها در عرصه بین‌المللی و تأکید بر مؤلفه‌هایی همچون منافع ملی و حاکمیت ملی چشم‌انداز روشنی را برای همگرایی سیاسی و امنیتی اتحادیه اروپا نمی‌بینند؛ اما نو‌واقع‌گرایان تدافعی به دلیل اهمیت‌دادن به نقش نهادها در ایجاد همکاری‌های امنیتی میان دولت‌ها، دیدگاه روشن‌تر و خوش‌بینانه‌تری نسبت به تکامل همگرایی سیاسی و امنیتی در سطح اتحادیه اروپا دارند. http://iojournal.csr.ir/fa/Article/Download/37801
