Industry related to government and state universities has made an organic government impact in a way that the direction of industry and university development policies have been largely in accordance with the political requirements of the country over last century. Constitutional accomplishment of Article No. 44 and the growing trend in the privatization companies and government organizations follows this principle, certainly increased competition between these companies and organizations’ that are creating new fields of application for increasing competitive capacity and maintain standards of goods and services. Constitutional accomplishment of Article No. 44, public universities, due to initial state governing backgrounds, being strictly in accordance with the government rules, cannot make their principle contributions to increasing demand by society and industry sectors. Moreover, as the government role is decreased and faded out, lack of legal mechanisms of governance for development and university industry relationship, caused this relationship being shifted from Government command to personal command. A relationship which is requirement and background is unknown. In this article we intend to investigate mutual needs and capabilities from the industry and universities point of view to transition procedure from state institutions to non-governmental organizations توسعه‌ی ارتباط صنعت و دانشگاه براساس نيازها و توانمندي‌هاي دو طرف صورت مي‌گيرد و الگوهاي ارائه شده توسط صاحبنظران نيز بر همين اساس طراحي و اجرا شده است. صنعتِ وابسته به دولت و دانشگاه‌هاي دولتي باعث تأثيرپذيري ارگانيک اين دونهاد از دولت شده است به نحوي که عملاً جهت‌گيري سياست‌هاي توسعه‌ی صنعتي و دانشگاهي در سده‌ی گذشته تا حد زيادي دولت – فرما و مطابق با مقتضيات سياسي کشور بوده است]1,8[. با اجرایي شدن اصل 44 قانون اساسي و روند رو به رشد خصوصي‌سازي در شرکت‌ها و سازمان‌هاي دولتي ذيل اين اصل، قطعاً شاهد افزايش رقابت بين اين شرکت‌ها و سازمان‌ها هستيم که باعث ايجاد زمينه‌هاي تقاضاي جديد براي افزايش توان رقابتي و حفظ استانداردهاي کالا و خدمات خواهد شد. از سوي ديگر، با اجراي اصل 44 قانون اساسي، دانشگاه‌هاي دولتي نيز به دليل پيشينه‌ی دولتي و تطبيق خود با فضاي حاکميت مطلق دولت، نمي‌توانند پاسخگوي نيازهاي رو به رشد و تقاضاهاي جديد جامعه و صنعت باشند. به‌علاوه آنکه، با کم رنگ شدن نقش دولت، فقدان راهکارهاي قانوني و حقوقي حاکميتي براي توسعه‌ی ارتباط صنعت و دانشگاه، اين ارتباط از حالت دولت – فرما به ارتباط خويش – فرما تبديل خواهد شد.ارتباطي که زمينه‌ها، الگوها و الزامات آن کاملاً ناشناخته است. طي اين مقاله درصدد هستيم تا با بررسي نيازها و توانمندي‌هاي متقابل صنعت و دانشگاه در فضاي گذار از نهادهاي دولتي به نهادهاي غير دولتي، الگویي جامع برای ارتباط صنعت و دانشگاه در فضاي غير دولتي ارائه کنيم. http://jiu.ir/fa/Article/Download/6628
