Evaluation of innovation at the national level is crucial for policymaking in this area. For this reason, extensive studies have been conducted in this area. In the Islamic republic of Iran, by determining the "innovation and development" as the slogan of the year 2008 and public announcement by the Supreme Leader and the mobilization of internal capacity to develop the infrastructure for innovation, the importance of the above-mentioned issue has been shown more than before. In the next years, this strategic slogan was stressed in a statement by Supreme Leader with phrases such as "This is a true slogan and innovation is a need for current movement of the country". In recent years, the "resistance economy" has been noticed as a strategy in macro policies of the Islamic Republic of Iran, which is the most important pillar of the knowledge-based economy. Therefore targeted guidance of innovation at the national level as a critical need is desired at present. Development of the National Innovation is possible by purposeful interaction of some institutions. This institution can promote and develop innovation in the form of a dynamic and productive system in case of targeted integration and communication among themselves. In this paper, the innovation capacity of Iran is evaluated according to the Global Innovation Index to present proper analysis of Iran’s position in innovation according to the world reliable information so policy makers are able to decide for future.   امروزه دیگر جایگاه و اهمیت نوآوری در پیشرفت کشورها در عرصه داخلی و بین المللی بر کسی پوشیده نیست. ارزیابی توان نوآوری در سطح ملی مقدمه سیاستگذاری در این حوزه است. به همین دلیل تاکنون مطالعات گسترده‌ای در این حوزه انجام گرفته است. در ایران اسلامی نیز با تعیین «نوآوری و شکوفایی» به عنوان شعار سال 1387 توسط مقام معظم رهبری و اعلان عمومی بسیج ظرفیت‌های داخلی به‌منظور توسعه زیرساختهای نوآوری، اهمیت موضوع فوق‌الذکر بیش از پیش نمایان گردید. در مقاطع بعدی نیز این شعار راهبردی با عباراتی از جمله"این یک شعار حقیقی است و نوآوری یک نیاز کنونی حرکت کشور است" در بیانات مقام معظم رهبری مورد تأکید قرار گرفت. در سالهای اخیر هم "اقتصاد مقاومتی" به عنوان یک فراراهبرد در سیاست‌های کلان جمهوری اسلامی ایران مطرح شده است که از ارکان مهم آن اقتصاد مبتنی بر دانش می‌باشد. لذا ضرورت هدایت هدفمند نوآوری در سطح ملی به عنوان یک نیاز بحرانی در مقطع کنونی مورد نظر می‌باشد. توسعه نظام ملی نوآوری تنها به وسیله تعامل هدفمند مجموعه‌ای از نهادها امکان‌پذیر است. نهادهای مرتبط با نظام ملی نوآوری در صورت ایجاد انسجام و برقراری ارتباطات هدفمند میان خود، می‌توانند در قالب یک نظام پویا و مولد، نوآوری را در کشور ترویج و توسعه دهند. در این مقاله وضعیت و ظرفیت نوآوری ایران طبق شاخص‌های جهانی نوآوری ارزیابی می‌شود و سعی بر آن است تا با تکیه بر اطلاعات معتبر جهانی تحلیل مناسب از جایگاه نوآوری ایران در مقایسه با سایر کشورها ارائه و پیشنهاداتی به سیاستگذاران ارائه شود تا با استفاده از آن بتوانند برای ادامه راه تدابیری بیندیشند.   http://jiu.ir/en/Article/Download/183
