Therefore, the development of practitioners in this field is one of the main strategies for organizational development. The approach of this research was mixed. The qualitative research was organized into two parts. The first part included implementation of the DACUM workshop and12 urban development experts participated in the DACUM workshop. In this part, the purposive sampling method was used. In the second part of the qualitative study, which involved specialized interviews, the interviewers consist of 8 individuals. And the interview was conducted in a semi-structured manner. The interviews continued until theoretical saturation was reached and the desired items were extracted. The survey method was used to statistically determine the competencies. The study population included all experts and managers of the urban development sector (n=25). The desired samples were selected based on the census method, and the designed questionnaires were distributed and collected. In addition, Kolmogorov-Smirnov test, t-test and ANOVA (one-way analysis of variance) were used for analysis. The results revealed that familiarity with the regulations of laws and approvals related to the criteria and regulations of urban planning and architecture, familiarity with the law establishing and approvals of the Supreme Council of Urban Planning and Architecture of Iran, and familiarity with the regulations on how to evaluate consulting engineers are among the most important urban planning competencies.</p> <p>مدیریت شهری و خدمات شهرسازی از جمله حیطه های مهم در زندگی شهری محسوب می شود. از این رو توسعه این دسته از همکاران از راهبردهای اصلی توسعه سازمانی می باشد. رویکرد این پژوهش ترکیبی می باشد. پژوهش در بخش کیفی در دو قسمت سازماندهی شده است. بخش اول مربوط به اجرای کارگاه دیکوم می باشد. تعداد 12 نفر از کارشناسان خبره شهرسازی جهت شرکت در کارگاه دیکوم مشارکت داشتند در این بخش از روش نمونه گیری هدفمند استفاده شده است. در بخش دوم مطالعات کیفی که شامل مصاحبه های تخصصی می باشد، مصاحبه گران مشتمل بر 8 نفر هستند. مصاحبه به صورت نیمه ساختار یافته انجام شده است. انجام مصاحبه ها تا حصول اشباع نظری استمرار یافت تا گویه های مورد نظر استخراج شدند. برای تعیین آماری شایستگی ها از روش پیمایش استفاده گردید. جامعه مورد مطالعه شامل کلیه کارشناسان و مدیران بخش شهرسازی می باشد که تعداد آن ها 52 نفر می باشند و براساس روش سرشماری نمونه های مورد نظر انتخاب شدند و پرسش نامه های طراحی شده توزیع و دریافت گردید. برای تجزیه و تحلیل از آزمون کولموگروف- اسمیرنوف، آزمون تی و آنوا (تحلیل واریانس یک طرفه) استفاده شد. نتایج نشان می دهد آشنایی با آیین نامه های قوانین و مصوبات مرتبط با ضوابط و مقررات شهرسازی و معماری، آشنایی با قانون تأسیس و مصوبات شورای عالی شهرسازی و معماری ایران و آشنایی با آیین نامه نحوه ارزیابی مهندسین مشاور از جمله مهمترین شایستگی های شهرسازی می باشند.</p> http://istd.saminatech.ir/en/Article/Download/46517
