چکیده مقاله :
مقدمه: در عصری که با پیشرفتهای فناورانه و ضرورت ارتقای خدمات مراقبتهای بهداشتی تعریف شده است، مدیریت مؤثر مجموعههای تحقیق و توسعه سلامت از اهمیت بالایی برخوردار است. تقاضاها و پیچیدگیهای فزاینده در چشمانداز مراقبتهای بهداشتی، درک جامعی از ابعاد چند وجهی مؤثر بر ابتکارات تحقیق و توسعه را ضروری میکند. این مطالعه با هدف ارائه الگویی برای مدیریت سبد پروژههای تحقیق و توسعه خدمات سلامت از دیدگاه فناوری اطلاعات صورت گرفته است. روش تحقيق: این مطالعه از حیث هدف، کاربردی بوده و در سه مرحله انجام شده است. در گام اول با بررسیهای جامع کتابخانهای و ارزیابی نتایج مطالعات پیشین، شاخصهای مؤثر بر مدیریت سبد پروژههای تحقیق و توسعه خدمات سلامت مبتنی بر فناوری اطلاعات، شناسایی شد. در گام بعدی با بهرهگیری از روش دلفی با نظرات 13 نفر از خبرگان حوزه تحقیق و توسعه در بخش سلامت، ابعاد، مؤلفهها و شاخصهای اساسی مؤثر استخراج شدند. مدل مفهومی پژوهش در دو سطح خرد (مؤلفههای درون سازمانی) و کلان (عوامل برون سازمانی) طراحی و با استفاده از روش مدلسازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی (PLS) اعتبارسنجی شد. به منظور اعتبارسنجی مدل، از طریق پرسشنامه، نظرات 87 نفر از کارشناسان و متخصصان واحدهای تحقیق و توسعه در حوزه خدمات سلامت گردآوری شد. یافتهها: مدل نهایی پژوهش در دو سطح خرد و کلان در قالب 15 مؤلفه با 70 شاخص حاصل شد. مؤلفههای سطح خرد، از جمله مدیریت سرمایه مالی و فکری، مدیریت فناوری و تحقیق و توسعه، برنامهریزی راهبردی و مدیریت کیفیت، بهعنوان عوامل حیاتی ظاهر شده است. در سطح کلان، مؤلفههای سیاسی، فرهنگی، اقتصادی، قانونی، نهادی، فناوری اطلاعات، فناوری اطلاعات سلامت و خدمات بهداشتی درمانی نقشهای محوری دارند. نتیجهگیری: در بین ابعاد شناساییشده، مدیریت فناوری، مدیریت مالی و مدیریت سرمایه فکری به ترتیب بیشترین اهمیت را دارا بودهاند. این یافتهها نقشه راه را برای اصلاح مدیریت سبد پروژههای تحقیق و توسعه ارائه میکند، راهبردهایی را که با فناوریهای نوظهور، ملاحظات بینفرهنگی و برنامهریزی راهبردی همسو هستند، پیشنهاد میکند. این تحقیق پیشنهادات عملی را برای پیشبرد شیوههای مدیریت سبد پروژههای تحقیق و توسعه سلامت در چشمانداز مراقبتهای بهداشتی در حال تحول برای وزارت بهداشت و درمان، بیمارستانها و مراکز درمانی، دانشگاهها و پژوهشگاههای حوزه بهداشت و درمان به سرعت ارائه میکند.
پیام کلیدی: نتایج پژوهش حاضر در دو سطح کلان و خرد عوامل و شاخصهای پر اهمیت در مدیریت پروژههای تحقیق و توسعه خدمات سلامت را تعیین نموده که در بهبود عملکرد واحدهای تحقیق و توسعه، توانایی برنامهریزی در مدیریت مؤثر سبد پروژهها، توسعه مهارتها و تواناییهای تحقیق و توسعه، بهبود مستمر سبد پروژه حائز اهمیت است.
Introduction: In an era defined by technological advances and the need to improve healthcare services, the effective management of healthcare research and development project portfolios is of great importance. This study aims to provide a model for managing the portfolio of healthcare research and development projects from the perspective of information technology. Research Method: This study is applied in terms of purpose and was conducted in three stages. In the first step, general indicators affecting the portfolio management of healthcare research and development projects based on information technology were identified through a library survey. In the next step, using the Delphi method, effective dimensions, components, and basic indicators were extracted. Finally, in order to validate the model, the opinions of experts from research and development units in the field of healthcare services were collected through a questionnaire and analyzed using the structural equation modeling method. Findings: The final research model was obtained at both the micro and macro levels, consisting of 15 components and 70 indicators. At the micro level, financial and intellectual capital management, technology and research and development management, strategic planning, and quality management emerged as critical factors. At the macro level, political, cultural, economic, legal, institutional, information technology, health information technology, and healthcare services have pivotal roles. Conclusion: Among the identified dimensions, technology management, financial management, intellectual capital management, and strategic management were the most important, respectively.
